This returns an array of arrays with a list of the 40 most recently updated blogs.

Each blog has the following returned;

[0] => Array
       (
           [blog_id] => Database ID of the blog
           [domain] => Domain the blog is hosted on.  No http:// or trailing slash.
           [path] => Path on domain to the blog.
       )
